{"id":11620,"date":"2026-06-10T15:06:05","date_gmt":"2026-06-10T13:06:05","guid":{"rendered":"https:\/\/evropskakuca.rs\/izvestaj\/kako-su-lokalne-zajednice-unapredile-zivotne-sredinu\/"},"modified":"2026-06-10T15:10:35","modified_gmt":"2026-06-10T13:10:35","slug":"kako-su-lokalne-zajednice-unapredile-zivotne-sredinu","status":"publish","type":"izvestaj","link":"https:\/\/evropskakuca.rs\/en\/izvestaj\/kako-su-lokalne-zajednice-unapredile-zivotne-sredinu\/","title":{"rendered":"How did local communities improve the environment?"},"content":{"rendered":"<p>Over the three and a half years of implementation of the <a href=\"https:\/\/www.pro.org.rs\/\" target=\"_blank\" rel=\"noopener\"><strong>\u201cPRO \u2013 Local Governance for People and Nature\u201d<\/strong><\/a> programme, the capacities of local governments for environmental management were strengthened, 100 public policies and strategic documents were developed, 18 partnerships with civil society organizations were implemented, and nearly 13,000 young people were engaged in the development of local environmental policies.<\/p>\n<p>Results of improved environmental governance at the local level were presented at the programme\u2019s final event held at Europe House in Belgrade. The event brought together representatives of local governments, institutions, civil society organizations, and international partners. During the programme, awards were also presented to local governments that achieved particularly significant results in addressing local environmental challenges through implemented activities.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-large wp-image-11607\" src=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-1024x683.jpg 1024w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-300x200.jpg 300w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-768x512.jpg 768w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-1536x1024.jpg 1536w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012-552x368.jpg 552w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A5012.jpg 1620w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>The first prize was awarded to the <a href=\"https:\/\/knjazevac.ls.gov.rs\/\" target=\"_blank\" rel=\"noopener\">Municipality of Knja\u017eevac<\/a> for the project \u201cA More Sustainable Tomorrow \u2013 Agriculture in Action,\u201d implemented in partnership with the \u201cTimo\u010dki klub\u201d association. The project focused on promoting sustainable agriculture through the safe collection and disposal of pesticide packaging in rural areas.<\/p>\n<p>The second prize went to the <a href=\"https:\/\/prijepolje.ls.gov.rs\/\" target=\"_blank\" rel=\"noopener\">Municipality of Prijepolje<\/a>, which, in cooperation with the Mountaineering Society \u201cKamena Gora,\u201d implemented a project to improve the management and conservation of the natural monument \u201cSopotnica Waterfalls.\u201d A lasting result of the project is the establishment of a Management Council for the protected area, bringing together representatives of local government, the tourism sector, civil society organizations, and the local community.<\/p>\n<p>The third prize was awarded to the <a href=\"https:\/\/bojnik.rs\/\" target=\"_blank\" rel=\"noopener\">Municipality of Bojnik<\/a> for the project \u201cManage Waste for a Better Future \u2013 No Time to Waste!\u201d, implemented in cooperation with the \u201cKonektor\u201d association. The project contributed to improving waste management through the introduction of a geographic information system (GIS) for mapping illegal dumpsites and supporting data-driven decision-making.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-large wp-image-11608\" src=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-1024x683.jpg 1024w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-300x200.jpg 300w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-768x512.jpg 768w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-1536x1024.jpg 1536w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795-552x368.jpg 552w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4795.jpg 1620w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>The \u201cPRO \u2013 Local Governance for People and Nature\u201d programme, over the past three and a half years, supported a wide range of activities aimed at improving environmental governance in cities and municipalities across Serbia. A particular focus was placed on strengthening institutional capacities, improving local policies, and developing partnerships between local governments and civil society organizations.<\/p>\n<blockquote><p><em>\u201cDuring the implementation of the PRO programme, UNOPS focused on building institutional capacities at the local level. This is essential for creating sustainable local systems, as well as for supporting broader reform processes in the long term. However, sustainable environmental governance does not depend solely on investments and infrastructure, but also on strengthened institutions, effective coordination, and the accountability assumed by local authorities for the success of such initiatives. In addition, a key dimension of the supported programme was the strengthening of partnerships between local governments and civil society organizations, as well as the active involvement of nearly 13,000 young people in the development of local environmental policies,\u201d<\/em> said <strong>Rahel Fischer<\/strong>, Head of Governance Department at the Swiss Cooperation Office.<\/p>\n<\/blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-11610\" src=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-1024x683.jpg 1024w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-300x200.jpg 300w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-768x512.jpg 768w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-1536x1024.jpg 1536w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676-552x368.jpg 552w, https:\/\/evropskakuca.rs\/wp-content\/uploads\/2026\/06\/H4A4676.jpg 1620w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>A key role in implementation was also played by cooperation with the Ministry of Environmental Protection of the Republic of Serbia, which supported the strengthening of local capacities and alignment of activities with national priorities and regulations.<\/p>\n<blockquote><p><em>\u201cThe Ministry is strongly committed to further strengthening local capacities and improving the environmental governance system, as this ensures long-term results and more resilient local communities. Our role is to ensure coordination, compliance with national regulations, and support to all relevant stakeholders in implementation,\u201d<\/em> said <strong>Mirjana Todorovi\u0107,<\/strong> Head of the Waste Management System Development Unit and Cooperation with Local Governments at the Ministry of Environmental Protection.<\/p><\/blockquote>\n<p>The \u201cPRO \u2013 Local Governance for People and Nature\u201d programme is jointly implemented by United Nations agencies in Serbia \u2013 UNOPS, UNICEF, UNFPA and UNEP, in cooperation with the Government of the Republic of Serbia and with financial support from the Government of Switzerland.<\/p>\n<p>The event is part of EU Green Week, which for 25 years has served as Europe\u2019s leading environmental campaign and an annual opportunity to raise awareness, promote, and discuss current and future European Union environmental policies.
